Are intelligent advertising approaches out there?

I'm sure it is not new but I just recognized this kind of approach to ask people to turn off their ad blocking system. I got the message. I was looking for a Linux OCR application and finally came up with SeeingWithSound.com website that help blind or visually impaired people to feel more comfortable on the net. The site quality is poor but idea is awesome.

To turn back to my question, I'd say yes, it is an intelligent advertising approach. In fact this kind way of asking the user entails an idea: create not advertising blacklists or filter lists only - let's build whitelists to help people less luckier than you!
